I registered a fiberglass buggy that I bought from a guy in New York who told me that, because it was pre-1973, there was no title for it.

Before purchasing, I called DelDOT and was (correctly) told that, in lieu of a title, I would need a transferable registration. Fortunately, the seller had one and I made the purchase. Then the fun began.

Fortunately, it was legal, although the wipers moved about as quickly as tortoise in a mudslide. The inspector asked me if they can go any faster. I offered to rev the engine and he quickly put his hands up and said it's okay (it's an indoor station, after all).

This is important: Make sure that your serial number is accessible. I forgot to bring a screwdriver to remove the carpet and --- would you believe that they don't have ANY tools at the DMV??? I was finally able to chew the screw off with my teeth (yes, I am exaggerating, but not much) and we confirmed the number!!!! (but not until AFTER he'd written on my registration that I needed to take it to the Auto Theft Unit, where my car would have been impounded for a couple of days)...

Next, I had to go to emissions. They put the sniffer in my pipe (yes, 1969 was BEFORE OBD II) and I passed easily, which was fortunate, as I was in serious need of a rebuild on both Webers.

Then it is off to the inside, where a nice lady (yes, they do exist at the DMV... but they're rare) took care of the rest of it. She had a lot of questions, though. She asked if it was modified and I told her that it is a Beetle, but they removed the body panels and installed a fiberglass body. Eventually (after nearly an hour at the window), I was given a title to my 1969 Volkswagen Convertible (no model name).

About the biggest issue inside was that the guy outside never crossed off the ATU info from my registration, and she had to confirm that I no longer needed to impound my car there (and whatever associated fees that would come with it).

She ran my VIN and mentioned that, even though the previous owner told me on numerous occasions that there was no title, a title had been issued twice... in 2007 and in 2011. Although I'm concerned about that (and will try to look into it), I'm just happy to say that we passed and have a tag!!!! For a two-year registration (which, at $80, was the majority of the cost) and all that goes with it (including a 3¾% tax on the value of a 1969 Beetle), it cost a little under $120.

Tom thanks for the info. I think I am going to make a trip to DMV in person to discuss in weathers field because I had it there twice and they verified it was already done in sc. If I catch them in a good mood they may just switch it. They can look and seek sc DMV. Our ride is safe and the only thing that could be an issue is the fire wall and the mud flaps etc. They never made me put wire over engine back then and afraid they may now which bothers me"....... All depends on mood they are in. Thanks and I may want to talk to you sometime for advice on DMV. I appreciate your help

You are better off having the car registered as a composite, because that is what it is, and it will get you out of the emissions loop.

All I can suggest is to go to DMV (or online) and get a copy of the composite rules before you bring the car back. Knowing what they want will save you another trip. Go through the rules with a "fine tooth comb" because they will do the same with your car. You may have some major issues like needing a steel "firewall" between the gas tank & passenger compartment or no AS1 marking on the windshield. If you bring your copy of their rules with everything checked off, they will know you are serious about getting it right.

Don't mind adding the mudflaps and stuff, you can remove that after you pass. If you have any other questions, send me a PM and we can talk.

Good luck! Tom

Well CT DMV is the most difficult place to deal with!!
I need all the help and prayers you guys can give me!!
We have a dune Buggy that i bought from South Carolina.
The previouse owner had it composite inspection and registered and tagged by SC DMV as the following.
Make: Custom
Model: SCDMV
year: 2007
Body Style: Dnebug
Title: Y ( they issued one in SC and one in CT)
Serial number was assinned as SCDMV xxxxxxxxx so it has a number when inspected in SC
CT made me go get vin verification in weathersfield. I had to tow it down and the guys looked at it made me put mud flaps on and fender flare extentions and so on because since it was inspected and registered out of state they could only make me do what they saw wrong. They said since it was registered in another state this is all they could do. I also had to show them it was registered in SC and prove it by giving them the plate number it had which fourtunatly i had the number from a picture and they actually went on SC Dmv to prove it.
I did all they asked towed it back and they said ok stamped my paper and i registered it.
Now i receive in the mail yesterday emissions form. I am told i have to go to emmisions but being a composite i am supposed to be exempt. I receive this emissions form for testing 2 years later........
Called DMV they said it was not catagorized as composite now in order to do that i have to go through the whole composite testing and inspection!!!!!!!!
I asked if they can switch paperwork and was told no.
I am going to find all my paperwork and go down in person but i am told unless it is changed or i have it pass current emmisions they will suspend my registration.
I did all they wanted and now i have to go through instection.
I was also given the name of a LT Baio to call and discuss this with him and knowing my luck he will pull my registration.
Anyone go through something like this?
Any Suggestions??
Not very happy
Let me know your thoughts
Thanks
Andy

Well this is my experience in the state of TN. I live in Shelby County(Memphis area). So I traded a fellow shriner who had 2 buggys a boat for his buggy, that he purchased from another fellow shriner who lived in AL. The Shriner in AL had the buggy registered in AL but the shriner in Memphis had never registered the buggy. So I take the notorized bill of sale to the county clerks office to get it registered and tagged this was April 1. The nice lady behind the bullet proof glass informed me that because I didn't have the Title and the guy I traded with had never registered in TN I had to jump through hoops to get it done. So she gave me about 5 forms to fill out and send to the Dept of Revenue in Nashville to get the Vin researched. Well 2 1/2 weeks later I get a letter from the state saying that I was not the legal owner of the buggy so I could not get the information. I then called the Dept of Revenue and asked them what I needed to do. The very nice lady said I needed to send the guy I bought the buggy from a registered return receipt requested letter and wait for the green card to come back to me where the friend I bought it from had signed it. The friend which I see about 3 or 4 times a week. It took our wonderful USPS 3 weeks to get me the card. During that 3 week period I proceeded to get the other list of stuff that Dept of Revenue told me to get which was a Deputy Sheriff to come out and verify my chassey number that was easy me being a Shriner I had plenty of Sherriff friends to handle that and get everything notorized that was easy also I work at a Credit Union that has 10 or 12 Notory's. I finally got the card and the very next day I proceeded back into the County Clerks Office for the 3rd time and thought after talking to the Dept of Revenue I would have to go a 4th time. I handed the girl (not the same girl as the first 2 times) that was behind the bullet proof glass the paper work and she looked it over and asked if I wanted Antique Tags or Regular Tags. I said give me Antique Tags and I gave her a check for $183 which was to pay the taxes and and the Registration and Antique Tag fee and I got my butt out of the clerks office before she said that she couldn't do it.

So that is my experience in TN. My Buggy is registered as a 1969 VW Beetle. No modified title. Although I did have to submit as part of my Registration a form to be filled with the state telling who build the buggy and what parts were being used from the original beetle and have that signed and notorized. Now I am fat and sassy.

You might try a title service - that's my plan anyway. They should be able to tell you what you'll need for registration, any special paperwork, etc. on getting title transferred and plates.
I think Street Rod plates are about the most applicable for "custom cars" like fiberglass buggies.

My Deserter was last titled in VA too, but as a Deserter convertible (I believe). I plan to advertise it as a "kit car" that I rebuilt and made road worthy again.

Jeff
