To attach files to your posts:

1. Post the message. 

2. Once its posted, under the message, click the "Attach" link and upload your attachments.

3. If it is an image (and not wider than the screen), select "Embed" so everyone reading the board can see your image right away. 

NOTE: If you use PhotoBucket (or another service), just link your images into your posts using the IMG link while you write your post. This saves us bandwidth and is easier if your images are already on the net someplace.

The reason that you post first and then attach your image second is that if your upload fails, you do not lose your message.  I think its a smart way for the forum to work - it just takes a bit to get used to it.
