While transferring title and registering our other vehicles. (For the state of Nebraska any vehicle with an out of state title needs a Sheriff Dept VIN and vehicle inspection to receive a Nebr title) I talked to the Sheriff about the doner car and told him the original bug body is gone and the car is torn down with plans to build a street buggy. He told me all he needed for the inspection was a rolling chassis with some kind of body, seats, steering wheel, and lights MOUNTED. It does need to look like a car and not a bunch of pieces on a trailer. It did not need a engine (but it would help) and it did not need to run if trailered to the inspection site. It cannot be flat towed to the inspection because if the tires touch the ground you have to have a bill of sale or registration (The funny part is if it runs you can drive it to the inspection site without registration.)
From past experience once you have a title in your name the rest of the registration is inside and no one looks at the car again. To be street legal and not get stopped while driving you need lights, wipers, horn, windshield, seat belts, and the tires have to fit the fenders. I may have to hang mudflaps because the fenders do not have coverage to the rear to keep from kicking up rocks. The parts are still in storage from our move and until we get a house I will not have be able to do anything. When I get started on the project I will update this thread. I have seen sand rails around here with license plates so I don't think I will run into issues but I guess I will find out in a few months.
