Looks like a nice clean buggy.

From the buggy ID page
It has a hinged engine cover
If that's same a "flip up" it points to poty
No id badge above pedals though

Well I found your buggy in 5 minutes. Lucked into it really.  It's a VWC Paisano. Look in the "P" section of the ID forum. Sometimes buggy's don't show up when you click the box. For instance the Paisano doesn't show up in the results when you click the choice in the tail section for tail box. But it does have a box.

Anyway I used the unique shape of the side profile. and the way the side drops way down low next to the driver. I started with the P section just because you thought it might be a Poty. There it was first thing. Not that good of a picture though. So to verify:
