Joe,
Is it possible that the pan was shortened right across the hole that the E-brake handle should go?
What product did you buy? (can you hyperlink the part you bought from another web page or take a picture of it)?
How about a picture of the hole in the tunnel?

I have the same problem.
Whoever cut my pan in a previous life must have felt the Ebrake was too heavy for the car and made the cut there

genius.

The first one you bought... Was it a chromed one? I know a lot of the chrome ones will not fit because the chrome plating makes them too wide for the hole. Is that your issue? I re-read your post and understand that the cable portion will not fit. Maybe because of chrome plating?

The E brake handle in the picture pushs a rod to the end of front frame head and then the cables run all the way back to the rear brakes from there. This is the handle I had on my 55.  It is also thinner that the 58 handle, If your chassis is a 58 you will need a 58 - 67 e brake handle. http://www.thesamba.com/vw/classifieds/detail.php?id=902798   The one with hoops for the cablee to go thru and adjust,  The later one that balances a plate across the top that the cables go thur will work also but is not the correct one
